It's basically just that the condition of keeping Harry is that they make sure he's safe, and it's easier to do that in Betwys Beddau, where he can run wild a bit.

To be honest, a lot of it is just that I kind of want to stay in keeping with JKR's traditions. Some of which make very little sense :D
