His neck's quite normal, but it looks very long in that picture because he's stretching it to the limit -- he's in his "I Hear Thieves!" mode. ;) He's a mutt, probably with a lot of Dutch Shepherd in him (not unlikely as we live in the Netherlands) and perhaps some Malinois.
