As regards "on account" -- well, that's been discussed elsewhere. It is slightly formal for a twelve year old, but then Harry has gone from being an underdeveloped eight year old to an overly mature pre-teen...*laughs*
So Neville gets to take two familiars to Hogwarts. Uhhh... well it is your story but there may be a complication or two with that part.
Well, not necessarily. I've always wondered why an owl was considered a familiar, given that it's mostly a postal device :D It'll probably spend most of its time at the Tonks residence...
Do they call them "bellhops" in England or Spain? I always called them porters but maybe that's just my Aussie upbringing.

I'm actually surprised that Dumbledore was so indiscreet to mention the suspicions of Hagrid in front of the other teachers.
I imagine most of them would know, though. That's the kind of thing that gets around. "Why was Hagrid expelled?" "Well, it's very mysterious, but..."
