He also, I think, doesn't want Remus to feel left out because clearly only one of them even CAN adopt Harry.
Hmm I'm never totally convinced by fanon *legal* werewolf restrictions; could he have gotten a teaching license if he was so restricted? Or, if the WW doesn't require one, could he have gotten the job, because OotP establishes that the Ministry is somewhat involved in who gets employed at Hogwarts.
(And, yeah, that's all I got.)
And Harry would also carry certain titles, as the Heir of the House of Black, that Sirius doesn't really care to pass on.
Interesting. But I think Sirius is being a bit reactive about that; Andromeda has made the point that a name and a house is what you make of it. (Something along the lines of, "We're the only ones left who isn't Narcissa. It still means something.")
Anyway, seems risky to me to leave Harry in legal limbo like that. If something were to happen, Remus and Sirius' relationship going public, for example, someone could make a stink, try to get Harry taken away. Or if Sirius was incapacitated (crucio'd like the Longbottoms, for example) the Muggle govn't could try to put Harry back with the Dursleys. Or a million other possibilities.
But this is probably neither here nor there, since I doubt you're going to do that to them. :)
