I don't know why, but I always put that down to the "beast"-classification of the werewolf. A werewolf isn't, in the eyes of the magical community, a person, but an animal. If we accept this logic, Harry Potter could have been the first person to survive the killing curse, seeing as werewolves aren't persons. It might be a bit of a stretch, but it makes enough sense for me :)
