I like the idea of the air support - Howard was a civilian, after all, plus he spent at least part of the war stateside in Los Alamos. Who better to transport Steve and his men than the dashing Captain Harkness? And what better time to ogle the delectable American secret weapon than when he's wriggling into that red white and blue thing, complete with whatever jock strap he wears to keep his Captain Americaness out of the way under those tight blue pants?
