I figure it's a great way for him to process history, drawing comics about it. Especially since that way it really seats all the stuff he has to learn in his head.

TBH the no-commissions rule, I was just picturing Steve in his first rush of fame saying he'll draw stuff for people and getting TOTALLY OVERWHELMED. :D
