I think Peter is cleverer than Neal, but for pure smarts -- well, we know Neal speaks at least three languages, and his knowledge of art and technology is encyclopedic. Neal is a literal genius, which is part of what Peter struggles with so much, that this amazing mind is willing to temper itself to him.
