I think that the Doctor Who universe is canonically magic-free. The only time the Doctor has encountered magic (as opposed to aliens doing something that looked like magic) is in an alternate universe. Which White Collar or Dresden-world could totally be, because why not? Harry would be totally tickled to be able to mess with technology that doesn't go up in sparks at the sight of him. :)
