Briefly hijacking this thread just to agree with that statement. Being tracked because it is a necessity is a far cry from submitting to it willingly. It has the potential to be a tremendous invasion of privacy.
I can imagine Peter feeling a bit lost when the tracker eventually comes off and he can't always know where Neil is. But I am sure that they'd be able to work through that.
Some sort of symbol would be lovely though. Because sometimes, it is desperately nice to have that little thing (be it a ring, collar, watch or what have you), to know that you belong. Even if no one else in the world knows what it means (and sometimes, that makes it better) you do and so do they, and that's what matters.
