21-25 are HUGE on the growing scale generally, and certainly for Ianto -- first serious job, first major girlfriend (quasi-canon, but it fits), huge traumatic experience. Even more so than London's fall and Lisa's death, having a steady job and a stable home of his own were probably enormous leaps for him.
